THE RECOMMENDATION FOR A CONNECTION BETWEEN THE SAN JOSE DIRIDON AND AERPORT HAS BEEN SENT TO THE COUNCIL
In addition to its downtown Diridon station, the City of San Jose is pursuing an efficient way to connect San Jose Mineta International Airport to Diridon Station. Travelers will benefit from better connectivity and efficiency when these two hubs are connected. It is notoriously difficult and expensive to build new transit systems.
City officials want to build new transit lines more quickly and for less money. An RFP was issued by the Transportation, Airport, and Public Works departments asking how teams could collaborate with the City on designing, financing, building, and operating a new transit line.
The proposal process recently finished. The staff will present their recommendation to City Council on April 18, 2023. A consortium led by Plenary Americas is recommended as a proposer. The Plenary team also includes:

ACI (operations and maintenance provider)
Founded in 2006, Plenary Americas is one of the most respected operators and investors in infrastructure in the US. With over $23 billion in total project value, the company has 59 projects in its portfolio. Clearly, their proposal outlined a workable project with cost and risk sharing between them and the city. Glydways' proposed transit technology makes use of small, autonomous vehicles that drive along a fixed route. Initially, the proposed system is expected to carry over 2000 passengers per hour in each direction.

A multi-phase development agreement is being considered for approval by City Council. This process will result in a report on the feasibility of the project. As a result of that report, the City will be able to validate the proposed solution's technical, commercial, and financial viability. After the staff validates the proposed approach, the project will return to Council for consideration and direction. There will be a second phase that includes further design and environmental studies.
We are at the beginning of a first-of-its-kind project for San Jose. With a new transit system in less than a decade, the cost to the public will be significantly lower. It is likely that the San Jose Airport to Diridon Connector Project will expand to other corridors along the South Bay and San Jose.
